NATO should draw Russia into a closer association to consolidate security in Europe and indirectly facilitate “the fading of Russia’s lingering imperial ambitions.” ++ Improved NATO-Russia relations could pave the way to more cooperation with leading Asian powers like China, India and Japan. ++ NATO shall become “the hub of a globe-spanning web of various regional cooperative-security undertakings among states with the growing power to act.“ ++ However, NATO shall not turn into a global alliance of democracies.
