Pre-Emptive Strike Doctrine Abysmal Failure

19 US missile attacks since September on suspected terrorists are unlikely to win any hearts and minds, will promote ill will, and will do little to dry “the pond that breeds the mosquitoes." ++ Michael Chertoff’s plea, backed by Robert Gates, for international law codifying the legality of pre-emptive strikes against countries “harboring a potential terrorist threat" is only likely to weaken “the response against terrorism in the long run.” ++ The US in not at war with Islam and shouldn’t promote policies that make it appear as if it were.

The author's analysis is in general well formulated and useful. However, the wish that the U.S. might provide resources for the repair of local deficiencies that promote basing of terrorist forces in these areas may lead to Pakistan's own failure to take the essential steps needed to resolve problems on its own. How much could be accomplished if the government of Pakistan were to provide substantial resources to the people of the so-called frontier area on a par with the rest of that country? Securing the allegiance of people in such a domain requires the provision of schools, public health services, roads, and other such infrastructure elements, and making it clear that these are benefits resulting from being a real part of Pakistan. Attempting merely to procure "law and order" will fail regardless of whether the effort comes from Pakistan or from frustrated military forces in Afghanistan.

I am uncomfortable with the direction UP policy is taking here. The cross-border strikes are a decision which should be left to the next president. I've agreed with Bush on much over the past decade but cannot agree with this.
