Andrew Moravcsik on the EU's 50th:

Fifty years after the Treaty of Rome, Europe is in better shape than ever, says Princeton’s Andrew Moravcsik. The economy in the EU zone is booming and growing stronger compared to that of the United States. The EU leads the world in health care availability, leaving the US lagging at number 37. Although the EU lacks military might, it has become a model and a leader in promoting peace and democracy in former communist dictatorships. In short, the EU is the Quiet Superpower.

It was Robert Cooper, Javier Solana's Director-General for Common Foreign and Security Policy, who told the world that Europe has to "talk softly and carry a big carot".

In other words, only carots do count, nobody needs the big stick anymore. I would say yes, as long as you deal with rabbits. Or lambs.

In Europe's postmodern world, there are only lambs and rabbits left. No more woolves out there. Kants utopia has come true, enfin!

If there weren't the US that are starting war after war. A culture of brutality (cf. school massacres and death penality). Brutal American capitalism is destroying peace and harmony, supported by the Pentagon. That's why there is so much resistance (Arab world, Iran, Venezuela etc.). Remove American (hard) power from the world, and the rabbits and lambs would live in eternal peace. In a harmonious league of nations.

If it only were true. The problem is that not everybody shares this worldview. Some people really like to act as woolves. They don't take carots. They simply like to eat rabbits and lambs.

Ultimately, the rabbits and lambs need a shepherd with a big stick. They know it. That's why they will only complain, but never seriously challenge the shephered.
