Bottom Up vs. Top Down

According to a recent study from the World Bank, a bottom up approach to policies to deal with poverty would be more effective. ++ Accordingly, the provision of individual motives -- like finding a job, investing in business, accumulating assets -- is the best way to overcome poverty. ++ The top down approach is only limited in its effectiveness and produces short term relief. ++ Indeed, the key to fighting poverty lies with “social sector investments and economic avenues for the poor to channel their productive capabilities.”
