Counter the Pirates on Sea with New Strategies

There are 3 truths about the piracy problem: the lawlessness of Somalia creates a safe haven for criminals; the consequences of an attack are significant for shipping companies, its ships and crews; the coalition naval forces are under resourced to patrol the space.++ A public-private collaboration would allow for burden sharing.++ A strategy of water-based security outposts, through the construction of bases in the sea with aerial surveillance platforms, and small, private-security, high-speed patrol and intercept craft, would be a solution.
