Defence Spending in Europe: Can We Do Better Without Spending More?

"The situation of defence capacities in Europe is pretty dire," concludes Fabio Liberti in his report for the French think tank Notre Europe. "The budgetary crisis that is afflicting member states of the Union is likely to mean more cuts in national defence budgets. The issue of improving the efficiency of spending in defence is therefore one that is being raised with a certain amount of urgency."

Mr. Liberti outlines four ways that could facilitate a better use of European national defense budgets:  

  • Remove obstacles to achieve a more open European defense market, which would lead to more competition between defense companies therefore more efficiency in spending.

  • 'Europeanize' parts of national defense budgets within the framework of the EU in order to take advantage of economies of scale and to avoid redundancies and duplication, which generate a lack of efficiency.

  • ‘Communitarize' funding for military missions to better take account of positive externalities that these actions generate for countries who do not have the military capacities to carry them out.

  • ‘Pool and share' military capacities by putting in place a policy along these lines at the European level for current capacities via the launch of new cooperation programmes on a European scale.

A new perspective for integration! The UE seems to be paralyzed in this financial tempest, but it is unthinkable not to be able to move forward. Defense, Foreign Policy and more need to be integrated in order to reduce cost and gain trust and credibility. More integration should permit re-organization, and more efficiency (in the Defense sector of each member but also in other sectors)... Everyone has to win. For some it will mean losing independence. But which independence?
George Soros, himself, warned us. Should we count on the UE anymore?

One of the most striking aspects of reduced defence spending of EU states is the implication it will have on US-European relations. The ever increasing disparity in military capabilities between the U.S and Europe will only serve to increase already strained relations. This expanding power gap, a gap which will no doubt increase in size over the coming years, has already led to admonition from Robert Gates and now Leon Panetta. The reality is that the transatlantic relationship needs more balanced military cooperation, yet for Europe it is currently a fiscal impossibility to fund the redressing of the balance.

While the US and Europe both know that a multilateral relationship makes sense to both parties. The US wants to be forced to act unilaterally as much as Europe wants to be left without the undoubted comfort of US firepower. One only has to look at the evidence of the recent Libya mission which would have been severely handicapped without US support. When addressing the question of defence spending I believe it is important to factor in the concerns of the US given that so much of our military power seems dependent on US involvement and support.
