Europe Must Speak With One Voice to Russia

EU member states tend to act autonomously in their relations to Russia. ++ Implementation of EU treaty provisions on common security and foreign policy offers new prospects for EU-Russia cooperation and would be conducive to a partnership focused on solving common global problems. ++ An understanding that a foreign policy consensus is important will also help the relations of individual member states.
