Fulfilling the Functions of Statehood

The "Index of State Weakness in the Developing World" reveals that over a quarter of UN countries do not meet the requirements of statehood. ++ International policymakers' primary task should be to formulate strategies to build capable and democratic states. ++ Targeted investment and intervention is required for weak states to succeed in meeting their peoples' human, political, economic and security needs.
