Bromund of Yale University explains that liberal US think tanks (and their budgets) are expanding rapidly and notes that the Brookings Institution "has grown by 50 percent over the past two years." Conservative American think tanks are not fairing so well, but when compared to similar European institutions, all American think tanks regardless of political affiliation appear wealthy. This gap, however, seems to be narrowing as European politics are changing and becoming more penetrable by outside intellectual influences. In the end, the fate of the American conservative think tank could be the darkest as US liberal think tanks appear to be on the rise for the long-run. Commentary, February, 2008Comments

In Europe getting soemthing through the system is way more complex. Convincing a national government or electing a new oner is merely the first step. You also need to make headway at the EU, and that is a multi-lingual, multi cultural path fraught with difficulty.
In some respects I think the EU beauracracy takes the place of think tanks in Europe - at least in the functions that think tanks perform in the US. That may have worked well for a time - there seems to have been a nice balance of innovative thinking and effective action under the Delors presidency. But the Eu may have become stilted and set in its ways since Delors retired in 1996? Or am I wrong?
