NATO Cannot be an Alliance of Equals

Robert D. Kaplan, Center for a New American Security | April 1, 2008

NATO has always been a two-tiered alliance in which some countries shouldered more burdens than others. ++ This fact will not change, but it also does not invalidate the significance of NATO. ++ A two-tiered NATO even has certain benefits for the US, especially since the Eastward expansion of NATO serves as a safeguard against Russia. ++ NATO's future, if centered on sea power and not combat, could be of great merit.
