Pakistan's Future Depends on India, China and the US

While Pakistan is often called a failed state it is more accurately labeled as a flailing state. The PPP-PML coalition cannot solve every problem alone but needs help from India, China and the US. These nations, which had once contributed to the distortion of Pakistani politics, may now play a positive role in assisting Pakistanis develop a democratic order to cope with several critical challenges.

Last month's election and Musharraf's resignation means Pakistan is turning over a new leaf. Fears that the election would turn into an Islamist takeover or civil war were eliminated. However, the critical phase has only now arrived. The PPP-PML coalition cannot solve every problem alone but needs help from outside nations. These nations, which had once contributed to the distortion of Pakistani politics, may now play a positive role in assisting Pakistanis develop a democratic order to cope with several critical challenges.

  • India, Pakistan's largest neighbor, could surely play the largest role in helping shape Pakistan's democratic future. Tensions between the two are still high. The conflict over Kashmir and Pakistan's support for Islamic extremists are just two issues that will not be resolved in the near future. However, Pakistan's attitude toward India has changed markedly and it now makes sense to open economic ties, encourage non-official dialogue and academic exchange to help the process of mutual cooperation and help dispel old rivalries. India, by showing their support as natural partners, also needs to convince Pakistan that its intentions in Afghanistan are not part of an encirclement strategy.

  • China is regarded in Pakistan as its oldest, most trusted friend, but it is concerned about Pakistan's growing Islamic extremism. Even through a democratic Pakistan is not a goal for China, it is even willing to work with other states, like the US, to help stabilize and develop a competent civilian government that enables a transit route from Western China to the Arabian Sea and the Middle East.

  • The United States has long supported military regimes in Pakistan until Benazir Bhutto promised a more effective anti-terror strategy than Musharraf could deliver. Washington had not make it clear that it supported all democratic forces in Pakistan, yet the American ambassador has now set an example in doing so in the form of meetings with a wide range of newly elected officials and newly freed judges. America should also make its military assistance conditional, as it has been paying too much for too little cooperation. Yet, it should work with like-minded states, notably Japan and the EU countries, to ensure the increase and effectiveness of developmental and educational programs.

Pakistan's government agencies had been systematically starved over the years, which justified army rule as being the only organized way for the region to function. New investment and aid strategies, not only from the US, but also from states in the EU and wealthy Asian powers, will help to rebuild Pakistan's enfeebled bureaucracy.

Its key function regarding terrorism, its nuclear capabilities, and its potential as a moderate Muslim state constitute Pakistan's special political role. Even though saving Pakistan will be tough, politicians, journalists, and academics are finally realizing that this is the last chance for a secular and moderate state.

One would beg to differ here on one issue, with Professor Kohen. Pakistan's future depends less on India than India's future depends upon Pakistan. Pakistan and India both belong the curious club of then the 'flailing' states, as Professor Kohen puts it. Both share a virulent and morbid political culture and both are the homes to the rising trend of religious nationalism, that is clearly threatening the liberal structure of the world.

India has a sizeable Muslim population that exceeds that of Pakistan - but it is also an alienated Muslim population, thanks to its political elites and their 'private armies' - that unlike those of Pakistan, do not make it to the newspapers. Their silence or not making it to the newspapers does not do away with their existences as well as India's status as a failed state - when it seeks to compete with other democracies, most visible as its nationalist rhetoric and its various practices!

India's vulnerabilities vis-a-vis Pakistan puts Pakistan in a distinct advantage, though it does not have everything to do with an alienated Muslim population. Pakistan's advantages vis-a-vis India has more to do with the ineptitude of the Indian political class and its populace that is increasingly being socialized in a virulent strain of morbidity - by their very choices and actions. India has as much to do with Pakistan, and maybe more, to be able to exist and grow than Pakistan has to do with India.

But then, could they both get out of their mutually destructive roles via-a-vis one another? The People's Republic of China is quite well placed, without having to worry about India's assumed rivalry with it, when India's status has successfully been limited to a rivalry with Pakistan. Many mistakes over the comprehension about the Indian reality can often lead to economic woes elsewhere and this is not a flight of fancy.

Pakistan would need to have a framework that ensures a rule of the law, in the letter and spirit. It would be better to have a military Pakistan that is like Singapore than have a democratic India that is but just a polished version of the Taliban-ruled areas of Afghanistan, etc., strategically speaking or even an Iranian version of religious nationalism as its national expression, even if not officially articulated. China, unarguably has enough muscle and clout to influence outcomes both in India and Pakistan. The United States is another power that can play a constructive role. So can Russia as well as the European Union. They all are states with enough clout in the region. But the only problem that stares in the faces of such notions of 'constructive role' in the region is: would you be arming a future Iran under the Ayatollah Khomeini - no matter whether the said Ayatollah would be of a Hindu or a Christian or a Muslim or even a Maoist dispensation - no matter how slick in appearance and deception, as 'Tafriqs' go?! That is the central problem in the South Asian region. The problem is of an anti-modern qua anti-west population that is as virulent in India as it is in Pakistan, though barely visible in China!

FACTS ON THE GROUND IN PAKISTAN.Reference to the Islamic history and Pakistan’s independance period, I want to go a step further and will recomend to select/elect every Chief of Army staff as president after retirement and the present Army chief should be be given extra time for his oustanding services at national and international level and all other Corps. Commanders of the Army and COS of Airforce and Navy should be apponited Governors and Deputy Governors of the provinces and regions ( by creating regional governments in all four provinces, 2 in Punjab 1 in each province- these regions already exist based on language, culture and history , such as Saraiki, Potahari, Upper Sind-Sukkar, Dera Ismail Khan in NWFP and Gawadar- Balouch Area. And all additional bureaucrates who love to live in provincial capitals should be trasfered to these remote areas of the country. These new regions should invite and attrect the foreigner and Pakistani origin people to invest in the area to creat jobs and eliminate poverty.) This is the only way we can stop further intereption/ coup in Pakistan . After all armed forces personnel are wel diciplined and organized . And above all represent Pakistan’s divercified population.And it;s leadership do not transfer within family but earned by hardwork and talents only. Every second family in Pakistan is represented in the army one way or the other and the Pakistan Army is the only ever lasting popular party-yes it's an important ruling party other than Bhuttos and anti-Bhuttos, Sharif brothers. With this arrangement no one is loser except few feudals and industrialists, who reprent non of the masses in Pakistan. We already have a quota system applied for superior services since 30 years and had killed thousands of innocent talented young people, why not try this arrangement for the welfare of the country which will effect none but very few so called politicians who after all deal with generals, behind the curtains.And it’s good to know that supporters of these politician are 500/600 Mafia families who live in 125 districts in Pakistan and provide so called public leadership for national, provincial and local levels. Any restriction to stop them is useless. Recent example of education condition brought their unseen educated women forward in politics. All 8000/9000 candidates in recent elections were from the same mafia group who are the biggest law breakers and around 1000 leading law breakers have been elected as new law makers who will take care of themselves but none. They all are involved in worst kind of crimes on this earth against humanity with the colaboration of junior police officials.An enquiry by a nuetral agency may prove my claim.WOULD THE EDITOR PUBLISH THIS LETTER in the larger interest of the nation. Five regional cities should be upgraded with in the provinces in Pakistan. Regional cities of Dera Ismail Khan in NWFP, Gawadar/ Qalat in Balouchistan, Sukkar/ Larkana in Upper Sind, Jehlam/ Rawalpindi and Multan in Punjab province. These regional cities have been ignored by the federal and provincial governments although these cities have their own history, culture and languages.Dera Ismail Khan in south of Pakhtun khwa is under seige, Multan/DG Khan in south of Punjab is next target of religious extremists,Sukkar/ Larkan is rule by criminals, Gawadar/ Qalat is trouble some. The people of these regions have to travel to provincial capitals for every small issue and requirement of the daily life which should be provided in nearby cities. A good number of population travel to big cities for their survival to earn livelihood as the local feudal own majority land and keep the common man as their slaves. Creation of regional government and upgrading of the regional cities will save a lot of money and time of the poor people of these regions. Circuit courts of the High Courts are already working in these areas and only requirement is the additional staff of different departments involved in additional work at the provincial capitals. The concern authorities should immediately consider to upgrade the regional cities. And immediate attention should be given upgrade the airports,TV station, civic center, libraries,hospitals, educational institutes and investment opportunities for Pakistanis living abroad and foreign firms to create jobs in the area as majority population in rural Pakistan do not have enough resources to survive.It's remind me the condition of pre Islamic revolution of Iran in Shah time when the rural Iran was ignored and the capital Tehran was developed in a way to call it Paris of Middle East with modern life style. Couple of other big cities like Isfahan and Caspian sea was taken care of because of foreign tourists but rural area was ruled by cruel police and intelligence. Then what happen after revolution rural population moved to Tehran and other big cities. Patriotism of Pakistanis could be tested any where in the world by asking them to help their country in rainy days but what about super class of people (richest fuedals, industrialists, drug lords and above all the politicians who successfully run the highly profitable business of politics in the Pakistan. An estimated rate of profit in Pakistani politics is 1000 to million per cent, details can be calculated by politicians increasing wealth. Majority of Pakistanis living abroad are labor class and highly skilled professional. No body give them money for nothing. They have to work hard for it. Some of them are businessmen who also work very hard to earn their fortune. There is no favor or nepotism in open markets of the world. After all these hard work they should give money to the country because few people of super class have taken country wealth abroad. I have lived and worked in Middle East and visited Europe and now living in USA for last 10 years, I found average Pakistan more patriotic that upper class of the country. We are ready to come forward again and will help/ invest in the country but this upper class should be stopped to taking national wealth abroad and participate accordingly in saving and investing in the country. At present two richest group of politician in power, they should provide the biggest share instead of going for begging to the rich nations. The richest nations are not rich by begging but by hard work. The upper class should go and observe how hard Chinese are working, come to USA and observe how people work and live here.The government of Pakistan should imediatly issue foreign currency investment bond offering good rate of return still better than IMF and world Bank, We Pakistanis abroad will buy with our savings and is a great help. The bonds should be gaureneted by international authorities The editor of Pakistan Times is a talented lady who invite us to write these comments. Pray for the country where majority population is helpless in front of few exploiters of supper class of rich politicians and defense forces have no choice but to defend them in the system.
