Rethinking the Efficacy of International Organizations

Kosovo's independence weakens international institutions, which have been waning in influence since end of Cold War. ++ UN and NATO unable to regulate international conflicts. ++ Weaker countries most likely to support international regulations, superpowers rely least upon international law. ++ Institutions can only function if set up to resolve concrete problems; standards can't be created with world in flux.
