US Can Tolerate a Nuclear North Korea

North Korea is taking a hard line with the world over its nuclear arsenal. ++ The US should respond in one of two ways: “benign neglect” or limiting North Korea’s arsenal. ++ The first option would move towards a normalization of relations and end the current bargaining. ++ The second would deliver promised oil and pursue denuclearization talks. ++ Hard-liners and pragmatists continue to struggle with each other to define policy in Pyongyang; Obama can strengthen the pragmatists’ position by engaging and negotiating over missiles.
