US Cannot Force Poor Countries to Curb Emissions

Obama could not get developing countries to accept the idea of binding emissions cuts. ++ Poor countries are unwilling to act on climate change because it would require them to abandon plans to ever conquer poverty. ++ "The Waxman-Markey climate change bill that just passed the House of Representatives wants to force developing countries to accept this fate by resorting to the old and tired method of protectionism." ++ If the bill becomes law the West might be the bigger loser for economic reasons.
