The intrinsic link between nuclear energy and nuclear weapons was discussed during the conference. Civil nuclear technology, knowledge and material can still be proliferated despite the strongest security measures and used for military purposes. Particularly, the civil and military use of nuclear fission are conjoined twins. Amongst this backdrop, the crucial question for this panel was how we have to deal with civil nuclear use in order to make global zero achievable.
