Term Paper: International Human Rights and State Sovereignty

Anush Hayrapetyan: This research focuses on human rights and state sovereignty issues which very often contradict one another in current international relations. Individual States need to pay attention to fulfil human rights duties in within their own borders for both to be considered equally.

This research paper focuses on international human rights and state sovereignty issues which very often contradict one another in current international relations. The main goal of the research paper is to analyze paragraph four of the Vienna Declaration and the Program of Action (1993), to show the interrelationship between the two.

The conclusion of my analysis is that the proclamation of the Vienna declaration, "the promotion and protection of all human rights is a legitimate concern of the international community…” is possible only if each state of the international community acknowledges the importance of its responsibility through the respect, protection and fulfilment of human rights under its own jurisdiction. Only in this case can both human rights and state sovereignty can be treated equally.  

Anush Hayrapetyan is studying for a LLM degree in Public International Law and Human Rights at Riga Graduate School of Law.
