It seems now to be widely accepted that a different approach is required to tackle piracy in Somalia aimed at tackling its root causes. This paper will analyse why Operation Atalanta is still therefore operational in its current form. It will answer the question with a set of empirical data viewed through the lenses of the rational choice approach, the institutional explanation, and constructivism.
The paper will show that the rational choice approach, by the utilisation of a cost-benefit analysis, best demonstrates why Operation Atlanta is still operational. The empirical data clearly demonstrates a cost-benefit analysis calculation, with evidence of there being significant benefits for low costs throughout this mission. It is the rational choice approach then that comprehensively explains why Operation Atalanta is still operational in its current form.
