OVERVIEW
The Center for Clean Air Policy (CCAP), a leader for more than two decades in the global climate change policy arena, seeks applications and nominations for Director of CCAP’s European office based in Brussels, Belgium. The last few years have seen unprecedented interest in climate policy, and CCAP aims to maximize its influence in market-driven, politically viable policy solutions around the world including an even stronger focus on EU internal and external policy.
CCAP’s teams of policy analysts work collaboratively with scientists, industry and political leadership in every venue to contribute to effective policy making. A significant and growing focus is in Europe and in developing and emerging countries. CCAP recently formed a new independent nonprofit association in Brussels - CCAP Europe. This organization is the foundation for new program development in Europe as well as the management entity for the Global Sectoral Approaches Study - a major project funded by the European Commission. The new Director of CCAP’s European office will join the CCAP team working on programs and solutions through CCAP’s international policy programs.
MISSION & HISTORY
CCAP was founded in 1985 with the goal of searching for innovative solutions to environmental and energy problems. By working closely with policy makers at all levels of government, CCAP seeks to develop, promote, and implement innovative, market-based solutions to major climate, air quality, and energy problems while balancing both environmental and economic interests. CCAP is the only independent, international nonprofit think tank in the world working exclusively on these issues in all major climate policy markets in the U.S. and internationally. With a staff of 30 and a growing budget of $5.0 million funded by foundations, corporations as well as U.S. and international governments, CCAP advances cost-effective and pragmatic policies using an active, on-the-ground approach.
Internationally, CCAP has three major program initiatives: the Future Actions Dialogue (FAD), which brings together senior climate change experts from 30 developed and developing countries to produce practical options for future international climate policy development; the European Dialogue, which partners government, industry, finance and non-government stakeholders to develop a medium-to-long-term EU approach to climate change, energy and finance policy; and the Global Sectoral Approaches Study / Developing Countries Project, with the broad objective to help developing countries prepare for and participate in UNFCCC negotiations and to identify opportunities that will result in economic gains and other benefits from reducing carbon emissions.
In the U.S., CCAP has three major program initiatives: the Climate Policy Initiative (CPI), the longstanding multi-stakeholder dialogue that works to develop solutions to further advance the U.S. climate policy debate; the California Program, with the broad objectives to advise the California climate policy debate at both ends of the spectrum and affect the development and integration of climate change policies statewide; and the Urban Leader Adaptation Initiative, with the path breaking objective to serve as a resource for government partners as they face important infrastructure and land use decisions that affect local adaptation efforts and to empower local communities to develop and implement climate resilient strategies.

OPPORTUNITIES AND CHALLENGES FOR THE DIRECTOR OF CCAP’S EUROPEAN OFFICE
The Director of CCAP’s European office will work closely with staff in Europe and the US, as well as with partners and stakeholders worldwide, to advance climate change solutions. The focus will be on climate solutions in the EU, through the UNFCCC and other processes.
Reporting to the Director of International Policy based in Washington and closely coordinating with the Director of International Climate Dialogue in Paris, the Director of CCAP Brussels will seek to build relationships and program opportunities in Europe, contribute to the management of the European Climate Dialogue program, help represent CCAP policy positions and analytical work in international negotiations, and assist in representing CCAP ‘s Global Sectoral Approaches Study. QUALIFICATIONS
The successful candidate will be an articulate professional with sophistication, intelligence and drive. S/he will preferably hold an M.A. or other advanced degree in Public Policy, Environmental Management, International Relations or a related field and ideally have a minimum of five to seven years of experience in climate/energy and European policy-making. In addition, the ideal applicant will possess the following professional and personal abilities, attributes and experiences:
- Knowledge of one or more of the existing international climate change policy markets and the United Nations climate negotiations process; the ability to understand and articulate sophisticated scientific, policy and economic analysis;
- A zeal for the importance of improving climate policies including cap-and-trade or climate policy issue areas (i.e. linking trading systems, sector-based approaches, technology or finance) with knowledge of policy design processes and alternatives;
- Superior oral and written communication skills in English with the ability to write for, and present to, policy and analytic audiences as well as the general public; additional languages are a plus.
- The courage, personal initiative, self-organization and determination to proactively reach out to potential clients, project partners, and lead groups including high-level stakeholders;
- An ability to anticipate, build and establish creative opportunities for collaboration, dialogue and new positive approaches;
- Demonstrated project management skills and experience in bringing major deliverables to timely completion in a team environment;
- The flexibility and proven ability to work in a collaborative environment and a sense of humor, adaptability and creativity.
